That sounds a bit like my school except that for PE detention we had to strip down to just our underpants, everything else off for the detention and we got the plimsoll after the detention, not the cane. For normal indoor PE lessons we had to wear just white shorts nothing else and we had to be bare under our shorts. Any boy caught wearing underpants under his shorts had to remove his shorts and do the lesson in his underpants and was then slippered hard with a size 11 plimsoll in the changing room after the lesson.

The cane was only used in one Borstal and that was in Northern Ireland. The birch was used Borstals in mainland UK but extremely rarely.
